Frequently Asked Questions (FAQ) on Carbon Monoxide (CO) Devices
As of July 1, 2011, the Carbon Monoxide Poisoning Prevention Act (Senate Bill – SB 183) will require all single-family homes with an attached garage or a fossil fuel source to install carbon monoxide alarms within the home by July 1, 2011. Owners of multi-family leased or rental dwellings, such as apartment buildings, have until January 1, 2013 to comply with the law.
The California State Fire Marshal has created this frequently asked questions (FAQ) on carbon monoxide devices to provide the citizens of California with information on this important matter.
1. What is Senate Bill No. 183 (SB-183)?
SB-183 is also known as the “Carbon Monoxide Poisoning Prevention Act” This senate bill requires that a carbon monoxide (CO) device be installed in all dwelling units intended for human occupancy.
2. What is Carbon Monoxide?
Carbon Monoxide is a colorless, odorless gas that is produced from heaters, fireplaces, furnaces, and many types of appliances and cooking devices. It can also be produced by vehicles that are idling.
3. What is the effective date for installing a CO device?
For a single-family dwelling, the effective date is July 1, 2011. For all other dwelling units, the effective date is January 1, 2013.
4. Where can I find a list of all CSFM listed carbon monoxide devices?

5. What is the definition of a dwelling unit?
A dwelling unit is defined as a single-family dwelling, duplex, lodging house, dormitory, hotel, motel, condominium, time-share project, or dwelling unit in a multiple-unit dwelling unit building.
6. Does a duplex qualify as a single family dwelling?
By definition, a duplex is not considered a single family dwelling.

OPINION: Some work is needed, however, a part-time California Government is unacceptable.

Consider: Where feasible, retire some STAFF assistants and substitute college Work-Study students on lower salaries.

Consider: Web-Cam for attendance at group meetings rather than traveling to meetings as a way for cutting expenses.

Part-time Legislature proposed for California

   “A new analysis by the non-partisan Legislative Analyst’s Office says California could save $9 million just from cutting salaries and tens of millions of dollars more eliminating staff and travel.

“You will save costs, but at what expense?” said Phillip Ung, policy advocate for California Common Cause.

California Common Cause, a government watchdog, says a part-time Legislature will cause conflicts of interest because lawmakers will need full-time jobs, many in industries that could have business before the state.”

Is this another ploy to charge License Fees and Driver Fines?  The question begs to answer the need for Government Intervention for Cell Phone Rules and Regulations. The very idea is unwarranted and in all things uncivil. 

For everyone’s safety, drivers must continue safe practices and to support driving diligence that demonstrates good judgment, mental alertness, and drivers’ education. 

Cell Phones are in the class of personal properties, desires, necessities, and choices. I consider their legal use as the likes of eating, sipping beverages, opening and closing windows, sitting on cushions, and location monitoring with GPS for Maps. Most Smart Phones are equipped with GPS.

The distraction over getting caught and ticketing for using the cell phone will cause mental anguish and contribute to negligence. Driving over the speed limit far outnumbers the dangers of unsafe driving while talking on a cell phone.

Ultimately, the U.S. Government will spend needless dollars to forfeit an individual’s freedom of expression. ‘We The People‘ ask our government to direct attention to jobs, wages, income, less taxes, budgets, and legislative choices to benefit citizens.

Civilians struggle to pay for and endure needless intervention without benefits. Is it any wonder drivers are distracted? Freeways are overcrowded, public transportation is inaccessible. School buses for our children to ride safely to school are losing funding.

Responsible parents are in touch with their children. Employees are late to work because of freeway traffic and phone ahead to report. Dental appointments are canceled due to an emergency. The automobile is our mobile residence.

Abide by rules, yes. Forfeit freedom, unconscionable. The cell phone is a life-style of necessity in our given society. The reasonable answer ~ non-negotiable.

Considering the family settles in an unlikely Mid-Eastern town, they are shocked to learn they’ve been discovered.

Noonan is a master at situations of intrigue and suspense.  Just as lives of favorite children appear without problems, a stranger from the past rides into town. Noonan’s protagonists encounter disturbing events and bad timing. He is clever to generate interest in several families with their own set of activities. Additionally, he conjures interest by having characters interact with one or another family to create complex scenarios.
